Involved in handing down politically motivated court decisions: at least 2 politically motivated decisions imposing fines totalling at least 15 basic units. On 9 January 2014, she found Dzmitry Karashkou, coordinator of the civic campaign “Khopits pits — treba zhyts” (“Stop Drinking — You Have to Live”), guilty under Article 23.34 of the Code of Administrative Offences (violation of the procedure for holding a mass event). Elena Tsalkova imposed a fine of 10 basic units (1.3 million roubles). On 10 October 2011, she handed down a politically motivated decision against Vladimir Nepomnyashchikh. The activist was accused of putting up leaflets about the People’s Assembly on Lenin Avenue in Homel on 7 October at approximately 22:50. He did not deny it. “Here it is impossible to inform residents about an event by legal means, through newspapers or television, so I decided to act this way. I did not violate the law on mass events, as I am accused of doing, because I was guided by the law on republican and local assemblies,” Nepomnyashchikh said at the court hearing. The decision: a fine of 5 basic units.
