Guilty of using violence and creating inappropriate conditions for political prisoners at Penal Colony No. 4 in Gomel. For a long time, he served as the colony's deputy warden for security and operational work. In August 2024, he became the warden of Penal Colony No. 4 and received the rank of colonel.
He exerted psychological pressure on women convicted for political reasons. He ordered the colony's operational staff to isolate, deny medical care, and cruelly treat political prisoners. He was involved in filing reports of violations on trumped-up grounds, with the aim of sending them to solitary confinement or depriving them of food parcels. He made monthly decisions on sending political prisoners to solitary confinement, including Veronika Kazak, Yulia Yurgelevich, Nastya Kukhta, Natalya Matveyeva, Nasta Loyko, Natalya Dulina, Maria Kolesnikova, Lyudmila Chekina, Olga Radionova, 70-year-old Irina Merkhel, and many others. He also ordered human rights activist Nasta Loyko to be sent to a punishment cell for the maximum sentence (after six months).

According to the case materials , in January 2021, Gavrilov purchased and provided two acquaintances, Tatyana and Oleg Birulya, with aerosol cans of paint. After which, from January to February 2021, the latter applied inscriptions and drawings to various infrastructure objects in Soligorsk, "causing them to become damaged." They also applied an inscription to the wall of one of the houses regarding Lukashenko, "in which they accused him of a particularly serious crime, that is, they committed slander."

Then, from August to December 2021, the accused distributed leaflets and other printed materials in Soligorsk . The content of these leaflets was allegedly aimed at inciting social hatred and discord on the basis of a different social affiliation.

At the end of winter 2024, it became known that Tatyana was being transferred to a prison in Zhodino.

She was detained for drawing "Pahonia" stencils. On September 20, the Central District Court of Minsk sentenced three political prisoners: Anatoly Latushka, the cousin of politician Pavel Latushko, Lilia Ananyan, and Elena Malinovskaya. At the trial, Latushko and Malinovskaya pleaded not guilty, while Ananyan fully admitted her guilt. Judge Dmitry Karsyuk sentenced Anatoly to six years in prison, Elena to four years in prison, and Lilia to five years of house arrest, before releasing her in the courtroom.

Elena has a minor son left at home.

Elena was supposed to be released at the end of August 2025, but she was never released. As Elena's friends told Nasha Niva , she was transported to Minsk, where a new criminal case was opened against her .

In early March, Elena was sentenced to 4.5 years in prison. Because she had already served over four years behind bars, the court counted this time toward her sentence, so she was released during the trial.

Natalia was convicted in August 2021 in a criminal case opened on charges of insulting Lukashenko and destroying official documents. According to the prosecution, police officers arrived at Natalia's home on May 27, 2021. There, according to investigators, she "publicly insulted" Lukashenko with the words "we have a f*cking state" and "a f*cking president," thereby committing a crime, according to the prosecution. An hour later, investigators conducted a search of her apartment. Irina, editor-in-chief and director of the BelaPAN news agency, was detained on August 18, 2021, following searches of her home and the agency's offices, as well as an interrogation. Yulia was first convicted, along with her husband, of "participating in group actions grossly violating public order" in a criminal case opened following a protest that took place on September 13, 2020, in Brest. During the protest, people were singing and dancing in circles, but a water cannon was used against them. The court sentenced Yulia to a restricted freedom order in the form of "house arrest."

Several months later, on October 13, 2021, her home was searched, after which she was detained in connection with a new criminal case and placed in pretrial detention. She was convicted a second time in July 2022 on six criminal charges, accused of providing information about officials involved in the criminal prosecution of her family. The court sentenced Yulia to imprisonment and a fine. On appeal, the court reduced her prison term by only three months and reduced the fine. Ultimately, her final sentence was 4 years and 9 months.
