A co-conspirator in crimes against the rights and freedoms of Belarusian citizens. Sergei Ivanovich Solovey is an employee of law enforcement agencies involved in politically motivated repression.
Specifically, Solovey led the arrests of peaceful protesters during the election campaign and protests of August 9-11, 2020.
During the arrest of strike committee members and city activists on February 28, he distinguished himself by personally hitting one of the detainees in the head. The others were beaten in front of the bus, on the bus, and then riot police sprayed pepper spray inside the vehicle carrying the detainees. People were also subjected to physical violence at the district police department, and unknown individuals came to their homes to search them without warrants or prosecutor's orders.
He acted as a victim in the case against Roman Smolkin, stating that he felt insulted by a comment on the social network VKontakte. According to the prosecution, his honor and dignity were harmed. His wife was also outraged by the comment. Ultimately, Roman was fined 5,100 rubles and ordered to pay 2,000 rubles in moral damages. Furthermore, his mobile phone was confiscated as a "means of committing a crime."
Therefore, Sergei Solovyov's actions violate human rights and contribute to the strengthening of the repressive regime in the Republic of Belarus.

Roman was found guilty in June 2021 of "insulting a government official" for a comment he left on VKontakte addressed to Sergei Solovyov, deputy head of the Soligorsk District Department of Internal Affairs, and sentenced to restricted freedom and placement in an open correctional facility.

The prison administration recorded Roman's lateness to a lecture, sleeping under a bunk, and refusal to clean as violations of the "chemistry" regime. A court hearing was held in February 2022 on these reports, following which he was transferred to a penal colony.

He was released in January 2023, having fully served his sentence.
