Occupying the position of judge, which is personally approved by Lukashenko, he is an employee of the judicial system of the Republic of Belarus, supporting the Lukashenko regime and politically motivated repressions in Belarus. Shpak Valery Iosifovich is a judge involved in the issuance of at least 32 politically motivated court decisions, for which at least 13,042 rubles in fines were imposed. On January 26, 2012, he issued a ruling against Igor Anatolyevich Gaponov on an administrative offense under Art. 23.4 of the Code of Administrative Offenses of the Republic of Belarus and imposed an administrative penalty in the form of a fine. On April 20, 2017, during the consideration of a case of an administrative offense, he expelled listeners and a representative of the press from the courtroom. On January 16, 2018, while considering a case of an administrative offense against an individual entrepreneur, he removed the representative of the individual entrepreneur, lawyer Zaloga Yan Stanislavovich, from the premises. The reason for this was that the judge saw in the lawyer’s certificate that the lawyer’s license had expired, despite the fact that licenses became unlimited on March 1, 2016, in accordance with Presidential Decree No. 475. On November 2, 2018, for two video reposts from the page of Belarusian anarchists on VKontakte (in March 2017), concerning the participation of anarchists in “marches of non-parasites,” he convicted musician and journalist Alexander Denisov under Part 2 of Art. 17:11 Code of Administrative Offenses of the Republic of Belarus by 25 basic units, that is, 613 rubles 50 kopecks. During the meeting, he tried to make comments to journalists who were recording text information on their phones during the process. On November 20, 2018, he brought Alexander Gorbach to administrative responsibility under two articles: 17.10 (Propaganda and (or) public demonstration, including using the global computer network Internet or other information network, production and (or) distribution of Nazi symbols or paraphernalia) and Part 2 Art. 17.11 of the Code of Administrative Offenses (Distribution of information products included in the republican list of extremist materials, as well as production, publication, storage or transportation for the purpose of distributing such information products, if these actions do not constitute a crime). As a result, the Oktyabrsky District Court of Grodno fined Alexander Gorbach 5 and 25 basic units, respectively (for a total of 735 rubles). On August 10, 2020, he fined BelaPAN photojournalist Sergei Lyudkevich 15 b.v. under Article 23.34 of the Code of Administrative Offences. On August 9, Sergei was filming at a rally in the center of Grodno, he was detained and a protocol was drawn up for participating in an unauthorized event. On August 11, 2020, he fined student Vladislav Danilenko 5 b.v. according to Art. 23.34 Code of Administrative Offences. Vladislav did not participate in the protests; he was detained on August 10, when he, his mother and friends were returning home by car. Later, the Grodno regional court overturned the court decisions regarding Sergei Lyudkevich and Vladislav Danilenko. Both were acquitted.
