Previously served as Chief of the Main Directorate of Internal Affairs of the Minsk City Executive Committee (previously Chief of the Directorate of Internal Affairs of the Vitebsk Regional Executive Committee).
During the pre-election period and during protests against the falsification of the 2020 presidential election and the current government, Kubrakov was responsible for the unlawful actions of Ministry of Internal Affairs officers.
He ordered punitive raids in Novaya Borovaya and Dzerzhinsk.
On October 15, 2020, during a broadcast on the ONT television channel, he stated that all internal affairs agencies and the entire Minsk police are against violence and are merely preventing illegal actions.
He confirmed and supported the use of service weapons and special equipment against peaceful protesters, as stated by Kazakevich.
He claimed to have developed a protocol that required detention center directors to create inhumane conditions for administrative detainees.
He proposed stripping Belarusian "extremists" who left the country of their citizenship and then banning them from entering Belarus for 30 years—as a "preventative measure."
He is on the sanctions lists of Latvia, Lithuania, Estonia, the United States, and Japan.

Igor was arrested in October 2021 in connection with a criminal case opened under several articles, including "violence or threat of violence against an official performing official duties or another person performing a public duty."

According to investigators, Igor sent emails to Lukashenko's official website containing threats of violence and posted insults against government officials, including law enforcement officers, and sent similar messages to employees of the Investigative Committee. He also participated in post-election protests in Minsk in 2020.

In June 2022, he was found guilty and sentenced to imprisonment in a penal colony. It is also known that the "victims" of the security forces have filed claims for compensation for moral damages.
