Vitaly Kuptsov exploited the labor of prisoners, ignoring the safety of working conditions. He was responsible for the manufacture of uniforms for Russian military personnel. He imported garbage from Russia to Belarus in the form of plastic bottles of drinks and chemicals, which prisoners were then forced to sort and do loading and unloading work without using equipment in completely unsanitary conditions and without providing them with any means of protection or tools, without equipping a workplace. For refusing this work, he sent people to a punishment cell, and there is also a known case when a person was demonstratively placed in a cell-type room and a criminal case was opened under Article 411 of the Code of Administrative Offenses.
