Dmitry Khaltsov is a sole proprietor. In 2020, Komsomolskaya Pravda wrote about him in a report on the protests in Gomel following the funeral of Alexander Vikhor, who was killed by police officers. He bought a megaphone with his own money and wrote in a local chat room suggesting they gather and go to the regional executive committee. The protesters then summoned the regional governor for a meeting.
Due to the closed nature of the judicial system, the nature of the charges brought against Dmitry Khaltsov and his specific sentence are still unknown. All that is known is that he was sentenced to a prison term.
